Lobbying, when conducted ethically, is a legitimate and legal activity and is part of the democratic process. It is an important matter of public interest to be able to know who is attempting to influence government and the details of the lobbying. The purpose of the registry is to provide transparency about lobbying in Manitoba.

Lobbyists must file returns on their lobbying activities.  There is no fee to file and no fee for the public to search the registry.

Deadlines:
Consultant lobbyists must file within 10 days of entering into an undertaking to lobby.  Senior officers filing on behalf of organizations with in-house lobbyists must file within 2 months. Changes must be reported within 30 days.

NEW: The day after the 2023 general election, The Lobbyists Registration Act is amended to include a prohibition against a lobbyist giving or promising any gift or benefit to a public official being lobbied or expected to be lobbied. This does not apply to a gift or other benefit that is given as an incident of protocol or social obligations that normally accompany the duties or responsibilities of the public official.

This is in addition to the original prohibitions against: 1) acting as a lobbyist on a subject while holding a contract to provide paid advice on the same subject; or 2) entering into a contract to provide paid advice on a subject matter if acting as a lobbyist on the same subject matter.
